After the 2025 Hill-Country Floods: Why Your Voice Matters in the 2028 Regional Plans
The 2028 Texas Regional Flood Planning cycle, launched in fall 2024, provides communities an essential opportunity to translate insights gained from the devastating July 2025 floods into actionable improvements, before the draft 2028 plans are due in February 2027 to the Texas Water Development Board. Freese and Nichols, Inc. (FNI), as the technical consultant for 12 of Texas’ 15 flood planning regions, will provide insights on:
- Resources and Opportunities available to communities to engage in the flood planning process and expand eligibility for Flood Infrastructure Fund (FIF) funding including for Flood Warning Systems and Emergency Communications Systems.
- Key Differences in scope between the first and second planning cycles.
- Upcoming Improvements to the flood plans, building on the 2023 foundations and leveraging ongoing flood management efforts.
- Practical Ideas for how communities and their engineers can use the new data developed through regional flood planning to strengthen local flood resilience.
Speakers: David Rivera, PhD, PE, CFM (Senior Project Manager, Freese & Nichols) and Maggie Puckett, PE, CFM (Project Manager, Freese & Nichols)
David Rivera PhD, PE, CFM is a Senior Project Manager with over 20 years of experience in the water resources field. Since joining Freese and Nichols in 2016, David has been helping North Texas communities develop strategic drainage solutions and supporting their stormwater programs. More recently, David has been deeply involved with the Texas State Flood Planning process, helping communities tap into potential funding opportunities. David currently serves as the Deputy Project Manager for the Trinity Regional Flood Plan.
Maggie Puckett PE, CFM is a Project Manager with Freese and Nichols, Inc and brings a wealth of Texas Regional Flood Planning experience from her management of the 2023 San Jacinto Regional Flood Plan and support of other regional flood plans across the state. Maggie currently serves as the Project Manager for the 2028 San Jacinto Regional Flood Plan.
