Please read through the nominees below, then cast your vote between June 1 – 30 using the form at the bottom of the page.

All Texas section members in good standing at the grade of distinguished member, fellow, member, associate, or affiliate member are eligible to vote. While login is not required, you will be asked to provide your ASCE Member ID to verify your Texas Section dues status is current. If you would like to vote via paper ballot, please contact office@texasce.org.

Per the ASCE Texas Section Rules of Operation, Board-approved election rules are in place. All candidates, members, and organizational entities should adhere to these guidelines before, during, and after the election.

President Elect
Julia Clarke PE, F.ASCE

Julia P. Clarke PE, F.ASCE is an Associate, Geotechnical Department Leader at Raba Kistner, Inc. She manages the Houston Engineering Department, supervising staff members, including project managers and engineering professionals. Julia oversees the department’s annual budget and is responsible for meeting profit targets set by the Chief Operating Officer of the Consultants group. Julia also provides engineering services as Principal Geotechnical Engineer on highway improvement projects.

Throughout her career, Julia has been an active leader in the Houston Area and the State of Texas. She served as the 2023-2024 Vice President for Educational Affairs for ASCE) Texas Section and has served in various roles for the Houston Branch including President in 2019-2020. Julia received the 2017 Edmund Friedman Young Engineer Award and the 2023 Award of Honor for her dedicated service to the ASCE Houston Branch.

Julia is a Life Member of the Society of Women Engineers (SWE) and served as the 2014-2015 President of the SWE Houston Area Section, responsible for the overall direction, communication, and coordination of the section’s activities. She received an MS in Civil Engineering from Purdue University in 2008 and a BS in Civil Engineering from the University of South Florida in 2005.

Alexa Nichols PE

Alexa Nichols PE is currently employed by EHRA Engineering as a Senior Project Manager for Hydrology and Hydraulics. She has over thirteen years in the civil engineering industry and is a proud graduate of Texas A&M University. Her service to the ASCE Houston Branch has spanned many years and six years on the Board, including this year as President.  During her service to ASCE, she was awarded Outstanding Younger Member in Community Activities by the Central Region in 2023, Young Engineer of the Year for the Houston Branch in 2022, and Outstanding Younger Member in the Private Sector by the Central Region in 2020.

She enjoys volunteering in her community with the Red Shoe Crew and at the Houston Food Bank. In her free time, you can find her playing volleyball with friends, watching football and basketball whenever her favorite teams are playing, and travelling across the world.

VP for Professional Affairs Elect
Andrea Taylor PE

Andrea Taylor PE is a Professional Engineer and Principal at mma inc, where she is manages the engineering design and City Permitting of various project types, including single family and multifamily residential, commercial, industrial, schools, and entertainment across the DFW Metroplex.  Second to her passion of engineering is sharing her love of engineering and will take any opportunity to present to students.

Andrea attended the University of Texas at Arlington, where she received her Bachelor’s Degree in Civil Engineering and Master’s of Engineering Degree in Civil Engineering. She is married to Shane Taylor, mom to a toddler. Andrea is a Board Member of CREW Fort Worth, is the Fort Worth Branch ASCE Texas Section Director,  and serves on the City of Hurst Planning and Zoning Commission. In her spare time, Andrea enjoys a good book or practicing her amateur baking skills.

Carlos Balderrama PE

Carlos Balderrama PE is a graduate of Texas A&M University and has over 10 years of experience in the transportation industry. He grew up in El Paso TX, where most of his family still resides, but has moved all over Texas throughout his career. He finds it boring to do just one thing, so he has worked in design, maintenance, and CEI and enjoys learning and trying new fields and projects. The farthest he has traveled for work has been Oslo, Norway, where he designed facilities and roadways for the Rygge Air base for a federal contract.

He has experience with PS&E, Design-Build, and CEI projects for municipalities in Texas and for NTTA and TxDOT. His top project highlights include Design-Build experience, having worked on the North Tarrant Express Segment 3A project in Fort Worth and on the IH 35 NEX Central project in San Antonio; and serving as project engineer for the IH 35 and US 183 Interchange reconstruction projects in Austin.

Carlos has been involved with the ASCE Dallas Branch since 2019, and has served in multiple positions including Programs Chair, Technical Director, and Younger Member Co-Chair. In his spare time Carlos enjoys planning tennis and running. He loves traveling and tries to visit at least two new countries every year.

Oreoluwa Adedapo PE

Oreoluwa Adedapo PE is a civil engineer at TESSERE’s Houston office. He holds an PE license in the state of Texas and possesses 5+ years of experience providing site development solutions and consulting services for various project types, ranging from Commercial, Healthcare, Higher Education, Federal Government, Municipal Government, Restaurants, and Zoos. Oreoluwa earned his Bachelor of Science degree in 2019 and completed his Master of Engineering in 2023, both in Civil Engineering from the University of Texas at Arlington. He has been a member of ASCE since his undergraduate days, where he was a member of the steel bridge team. Post-graduation, Oreoluwa has remained an active member of the Kansas City and Houston Branch. Currently, he serves as the ASCE Houston YM Forum Chair. In his leisure time, Oreoluwa enjoys traveling and acquiring new skills.

Ricardo Pena EIT

Ricardo Pena EIT is a graduate of Texas A&M University where he earned his Bachelor of Science in civil engineering graduating magna cum lade. He is now continuing his education by pursuing a Master of Science in Business Analytics and Artificial Intelligence and a Master of Business Administration. Ricardo began his professional career as a construction manager in Brownsville, Texas working for SpaceX where he developed strong communication and me management skills in a high stress environment. There he contributed to the development of the Starship launch site by designing and building safety measures for the on- and off-loading of cryogenic fluids to the launch vehicle. Now he works as a transportation and drainage engineer at STV, inc. where he works on municipal and TxDOT projects creating innovated solutions to complex challenges that impact the public. He actively seeks opportunities to learn the new technology that pertains to the development of the civil engineering profession by being in the forefront of testing and integra ng best practice strategies to ensure accurate results when 3D modeling. He enjoys playing soccer, has three cats, and enjoys traveling the world with his family.
