ASCE – Young Engineering of the Year Houston Branch

The ASCE Houston Branch is proud to recognize Gilbert Portillo, P.E., CFM, as the 2025 Young Engineer of the Year. Gilbert is a Managing Engineer at Houston Public Works, where he plays a vital role within the Office of the City Engineer. With over a decade of experience in civil engineering, he leads several key areas, including water and wastewater infrastructure, facilities, telecommunications, plan review administration, and right-of-way permitting. His technical expertise also encompasses storm drainage design and water infrastructure planning.
Gilbert has made a lasting impact on the ASCE Houston Branch. He has served on the Branch Board since 2023 and currently holds the position of Technical Vice President. His leadership has strengthened the branch’s technical programming and enhanced its presence within the local engineering community. In addition to his board service, Gilbert is an active member of the Mentorship Committee, serves as a Mentor, and has previously held several leadership roles, including Education Vice President, Student Chapters Chair, and Practitioner Advisor. He also volunteers as a judge for the ASCE Region 6 Student Symposium and serves on the STEM Committee for the Texas Section, helping support the development of future engineering professionals.
Gilbert is a licensed Professional Engineer in the State of Texas and a Certified Floodplain Manager. He holds a Bachelor of Science in Civil Engineering from The University of Texas at Austin. Beyond ASCE, he is a member of the American Public Works Association (APWA) and the Texas Floodplain Management Association (TFMA).
