Description

The Texas General Land Office Community Development and Revitalization (GLO-CDR) division has been designated by the Texas Governor as the state agency to administer over $14 billion in Community Development Block Grants for Disaster Recovery (CDBG-DR) and Mitigation (CDBG-MIT) following presidentially declared major disasters.

This presentation will provide an overview of the agency’s history regarding disaster recovery and mitigation while making distinctions between other state programs. Primarily, this presentation will define the variety of CDBG-MIT programs that are currently active and in development for future release. Additionally, statewide flood planning will be highlighted with a focus on regional flood basin studies and the Texas Disaster Information System.

Speakers

Shawn M. Strange PMP works for the Texas General Land Office (GLO), the governor-designated agency responsible for administering all federal Community Development Block Grant Disaster Recovery and Mitigation funds allocated to the state. For over 7 years, he has worked exclusively on long-term disaster recovery and mitigation programs created and administered by the GLO’s Community Development and Revitalization (CDR) division. Currently Manager of the Policy Development group at GLO-CDR, he continues to work with his team on a variety of recovery and mitigation policies, mapping techniques, and allocation models that inform state action plans required of all CDBG-DR and Mitigation grantees by the U.S. Department of Housing and Urban Development (HUD). Shawn earned a Master of Science in Community and Regional Planning from the University of Texas at Austin. He has ongoing interests in Geographic Information Systems (GIS) and other data analysis tools and project management methods that can better inform disaster response, recovery, and mitigation.

Tyler Payne PMP works for the Texas General Land Office (GLO), the governor-designated agency responsible for administering all federal Community Development Block Grant Disaster Recovery and Mitigation funds allocated to the state. For 7 years, he has worked exclusively on long-term disaster recovery and mitigation programs created and administered by the GLO’s Community Development and Revitalization (CDR) division. Currently, Tyler serves as Senior Project Manager designing and managing planning studies and coordinating interagency mitigation efforts. He continues to develop innovative solutions and initiatives to better prepare Texans for future disasters. Tyler earned a Master’s in Public Service and Administration from University of Texas A&M.
