TxUESI Quarterly Meeting – August 2019

The Texas Chapter of the Utility Engineering and Surveying Institute (TxUESI) is pleased to invite you to the Quarterly Meeting at the University of Houston in Houston, Texas on August 22, 2019. The meeting will also feature an informative presentation given by Jesse Cooper from HDR and Gary Ray from LTRA Engineers titled “The History of SUE, Utility Engineering, and Utility Coordination at TxDOT”.
Jesse Cooper RPLS, is currently the Senior Utility Project Manager with HDR Engineering providing Utility Adjustment Coordination with 30+ years of project administration, surveying, coordination, QA/QC and project controls experience. He has a Bachelor of Science in Civil Engineering from Texas A&M University and is a Registered Professional Land Surveyor (No. 5110). His career has centered on all aspects of utility coordination/utility engineering/utility relocation/surveying/SUE/ utility adjustment inspection. Jesse has provided leadership for the HDR team on projects such as the vacation of Congress Avenue from MLK to 15th Street in Austin for the construction of a underground parking garage and above grade pedestrian promenade for the Texas Facilities Commission, the Rapid Bridge Replacement Project in Pennsylvania for the utility relocation analysis of over 500 bridges, update of the North Carolina Utility Manual and preparing Utility Training Materials for South Carolina.
As the former TXDOT Section Director of the Map, Survey, & Utility Section, Jesse provided oversight of the Mapping/Surveying Program and the Utility Program relocating utilities for transportation projects. He also served on the TxDOT Committee for Geomatics and Surveying. He was part of the team presented the FHWA 2006 Utility Outstanding Achievement Award in the Category of Utility SUE (Subsurface Utility Engineering) and the 2003 Streamlining and Innovation Honorable Mention Award.
Gary L. Ray currently serves as a Project Manager/Utility Coordination Team Lead for LTRA. He’s served approximately 4.5 years as an engineering consultant and previously enjoyed a 30-year career with the TxDOT where he acted in capacities relating to project management, right of way, design operations, subsurface utility engineering, utility engineering, utility coordination and accommodation, utility inspection, construction management and verification.
In 2012, Gary was selected by TxDOT’s ROW Division to serve as a Utility Specialist charged with advancing the statewide utility program, facilitating avoidance and/or mitigation of utility conflicts, providing technical support/training and review of utility agreement packages. Gary ultimately consummated his TxDOT career as ROW Division Supervisor administrating activities relating to appraisal, acquisition, administrative settlements, business and residential relocations, local governmental agency agreements and coordination, technical expert and/or expert witness contracting and records management. While acting in this capacity Gary became the first TxDOT administrator outside of the Austin ROW Division to be extended authority to fully execute binding reimbursable utility adjustment agreement assemblies on behalf of the State of Texas.
Gary served as project director and advisor under numerous TxDOT sponsored academic research initiatives and was a member of the committees that revised both the States Utility Manual and the Utility Accommodation Rules.
