Come join EWRI Houston for an overview of the updates to the Watershed Drainage Master Plan. Presenters include:

The City of Missouri City updated its Watershed Drainage Master Plan to better prepare and respond to flood emergencies in coordination with other agencies. The project started with an assessment of roles and responsibilities for emergency preparedness among the stakeholders through a questionnaire survey, collection of flood-related information, and a workshop.

The study assessed previous master plans completed over the past three decades. Efforts focused on identifying and filling gaps rather than new modeling. The team completed high-level modeling updates to develop inundation mapping for several rainfall scenarios. Updates included using revised hydrologic methods, inclusion of recent major channel and detention basin modifications, use of recent lidar, use of the latest Atlas 14 rainfall, and use of the latest HMS and RAS 1D/2D. Inundation maps were developed for several levels in the Brazos River to consider a backwater effect into the various drainage systems.

Inundation maps were produced for three conditions: Severe rainfall without backwater impacts, backwater impacts from the Brazos River (sunny-day condition), and coincident rainfall with high-water in the Brazos River. It included a GIS-based inundation mapping tool for easy retrieval and display of a specific scenario. The tool and the maps can be used by the City and emergency response personnel to assess flood condition based on forecasted rainfall and/or forecasted stage in the Brazos River at Richmond.
