Session: “Using Geotechnical Baseline Reports For Design Build Projects with Trenchless Construction” by Kimberlie Staheli PhD, PE (Principal, Staheli Trenchless Consultants)
Description: The use of trenchless technologies is becoming more common on pipeline projects. There are many new installation trenchless techniques that can benefit pipeline projects. Historically Geotechnical Baseline Reports (GBR) or Contractual Baselines have been used as a risk-sharing mechanism between the Contractor and the Owner to define the geotechnical risks on a project and which of those risks should be included in the Contractor’s bid price. GBRs have been used to effectively manage risks on some projects, while others have had significant issues with the use of baselines if a claim gets elevated to litigation. The importance of writing effective baseline statements cannot be overstressed. Unfortunately, ineffective baselines are rarely discussed, making the transfer lessons learned very difficult. Many Owners have now moved to alternative contracting mechanisms to control project claims and potential litigation. This presentation will discuss the historic use of geotechnical baselines and their effectiveness. It will also present how GBRs function on a design-build project and the important features that must be included.
